Description

The US Department of Housing and Urban Development’s (US HUD’s) HOME Investment Partnership Program (HOME) provides formula grants to states and localities to fund activities that build, buy, and/or rehabilitate affordable housing for low income households to rent or own, or to provide them with direct rental assistance. Participating jurisdictions determine how to allocate funds, are required to match every dollar received with 25 cents in funding, and often partner with local non-profits (US HUD-HOMEMickelson 2015).

Evidence of Effectiveness

The HOME program is a suggested strategy to increase access to affordable, quality housing for low income households (US HUD-HOMEMickelson 2015, US HUD-Herbert 2001). HOME appears to increase home ownership, long-term affordability, and neighborhood choice for participating households (US HUD-Turnham 2004, US HUD-Carr 2008). The HOME program may also generate and support jobs rehabilitating homes (Mickelson 2015). Additional evidence is needed to confirm effects.

The HOME Program can also provide direct rental assistance to low income families. When implemented in this way, the program helps families relocate to safer neighborhoods and reduces their exposure to crime (CG-Rental assistanceAnderson 2003). 

Implementation

United States

The HOME program is active in all 50 states (US HUD-HOME). Each state selects an agency to coordinate the program: for example, Colorado’s program is administered by the Colorado Department of Local Affairs and Montana’s is maintained by the Montana Department of Commerce (CDOLA-HOMEMDOC-HOME). County level agencies such as New Jersey’s Ocean County Department of Planning (OCDP-HOME) and groups of counties can administer programs, such as northeastern Minnesota’s Prosperity North: Cook County/Grand Marais Economic Development Authority (NE Minnesota-HOME). Cities may also manage programs, such as Sioux City, Iowa; Arlington, Texas; Delano, California; and Hartford, Connecticut (Sioux City-HOME, Arlington-HOMEDelano-HOMEHartford-HOME).

Wisconsin

In Wisconsin, federal and state HOME funds support homebuyer assistance, owner-occupied home rehabilitation, and rental rehabilitation (WI DOA-HHR). Counties are charged with administering their own programs. Dane County’s Office of Economic and Workforce Development, for example, manages the HOME program as well as the Community Development Block Grant (CDBG), both of which may only be used by Dane County residents living outside of the City of Madison (Dane County-OEWD).
